I don't beleive so, but I don't I know for sure. I'm sure there are administrative costs, but from what I've read they're pretty good about getting the money to those who need the loan. But as always, wtf do I know? Don't take my word for it.

Kiva (the organization) posted the blog on this site. They are a micro finance organization.
