here is what you can do, but as others have said you are screwed.

Put in a firewall with OpenBSD and hfsc with big packet queues

then put in a separate machine or two to use for squid.

If your ISP is on the island, then they should do this on the main connection to upstream, so that things are queued well and don't over saturate the connection.
